There are various grades ofcolour vision .defficiency means  not able to discriminate the colours partially. And colour blindness means not able to identify the colours. The same way there are services for which there are different criteria. The medical authorities doing medical examination  are aware of both things and they declare the fitness of candidates accordingly.
