Today morning I have been to a hospital and after diagnosis doctor has said it's allergic conjunctivitis.He suggested refresh 3 times a day ,albalon twice a day and tacroz once at night.When I been to pharmacy he said Tacroz is related to skin diseases.My question is why doctor has prescribed me those ointment? Is there any fault?

You had already tried Pataday & genteal so doctor has tried other Medicine ,,living in Hyderabad you may visit L V PD Eye Institute Banjara hills for 2nd opinion

Tacrolimus can be applied in eye and is commonly used for allergy eye disease.
It keeps allergy under control for long time...And decreases steroid dependence.
Tacrolimus 0.1% concentration is used usually...Some people may feel some irritation.
Then you may use talimus LS if irritation occurs with talimus 0.1%

I'm sure that the Ophthalmologist would have checked your eyes before prescribing the medications. Tacroz isTacrolimus which is an immunosupressant drug given for skin allergies(atopic dermatitis). Probably the ointment is to be used on the skin, not inside of your eyes.
The other drops - Refresh tears is a lubricating drop and Albalon is Naphazoline eye drops used to relieve itchy eyes.
Next Steps
I think you should speak to the Ophthalmologist about area of application of the Tacroz ointment
