Best doctor?
I doubt I have penile lichen sclerosus. There are white patches around the foreskin and it has become tighter and is little hard to retractThere is often itching which leads to crackin of the skin resulting to bleeding. It had staeted in September. Though it had completely cured in mid october, it has started again now. Suggest some treatments. Does this lead to cancer? Should I consult a dermatologist or gynaecologist?

Lichen sclerosus doesn't cause bleeding. You are suffering from candidial balanoposthitis which is fungal infection of the foreskin and glans penis. It present as itching, red spots on glans, swelling and cracks on foreskin and inability to retract it.
