Black skin over legs

Asked for Female, 42 Years

Blackish skin over side of legs above ankles,area is 10cm× 12cm approx. Hairs over same area are dark and thick;time duration of problem is 20 days; have no sugar or blood pressure problem. Kindly advise and thnx.
