They look like more of sun exposed freckles or lentigenes. They will not go by scrubber. You need to use regular sunscreen. Taking Vitamin C tablet twice a day will be helpful. And visit nearby dermatologist to get TCA or RFA done if you want to get them removed.

They look like freckles. Apply sunscreen evryday before 15min of sun exposure.. you can use suncote gel and can ask a nearby dermatologist for chemical peel as well..
