Developmental milestones are lagging behind.Get a pediatric consultation nearby.He may need a MRI after assessment. Early interventions like occupational therapy,early stimulation,physiotherapy,hearing and speech assessment will help him a lot. As early you start treatment in development delay..more better results you get. So consult pediatrician nearby ASAP.

Appears to be a case of Perinatal Asphyxia , or jaundice at birth, Head size might be small, having CP most probably, Go ahead with Developmental Peditrician’s consultantion,,if don’t want to consult start Occupational Therapy by Physiotherapist,, Syp Nootropil 2.5 ml twice perday x 3 months, Syp Deksel 0.5 ml once perday x 3 months, Syp Calcimax 5 ml once perday x 3 months, Syp Meconerve Z 5 ml twice perday x 3 months,
