No isssues regarding this generally lower spaces generally closes first as compare to upper. It depends upon case to case. Everything vary from case to case. First u have to  analyze the case then see the treatment plan

yes both have to be moved simultaneously..there is a relation / distance between upper and lower teeth which have to be maintained...Pls contact on direct online consultation for further treatment
