Hi, Whether those bumps are normal or not can only be determined upon examination by dentist. But for your information, tongue is not supposed to be smooth entirely. You may have not noticed but generally tongue has raised elevated small protruded structures called papilla. These papilla house the taste buds which help in perception of sweet, savory(umami), bitter, salty and sour taste.
Next Steps
Please visit a dental clinic for examination for proper diagnosis.

Consult with a dentist

Diagnosis and treatment can not be done without looking at the case. Better consult your Dentist. Besides consultation, it maybe coated tongue which is not a serious issue . Clean your tongue with tongue cleaner. Valid reason besides having those WHITE BUMPS can only be finalised if you consult a dentist.
