Such symptoms can be seen in cervical Spondylosis and compression of the spinal cord. If the compression is severe and symptoms are progressing (worsening day by day), Surgery to reduce the pressure on nerves helps to prevent further worsening. Different surgical procedures for the same are available. One of them is laminectomy.
