He is normal in any sense but not speaking ;Hearing test is also ok in psychological test the brain or body parts is developed only 85 percent.

Please consult developmental pediatrician in your area, consult speech therapist,do his thyroid hormone levels, CBC,iron levels etc. Keep following regularly with above specialist as there is no speech at this age is abnormal
