Hello doctor,I am worried because I got hair cut today and when I came back to my home.On my neck start itching and whole neck became red.It also seems like an allergy on my neck.So please tell that it is the symptoms of HIV/AIDS or not?

Hello it's possible that because of the the thing used to cover the neck while doing a haircut has caused allergic reaction and I don't think it is related to HIV at all because you do not tell me any contamination with blood or anything I would suggest you to take any antihistaminic like cetrizine tablet which will avoid allergy
