There are different modalities for management of keratoconus, like RGP contact lenses, CXR treatment etc. A cornea specialist will let you know what modality of treatment you require based on certain investigations.
Regarding a specialist in Patna, you will have to search online . I am sure AIIMS Patna will be having a cornea clinic.
