Your wisdom tooth has to be removed before you address the adjacent tooth keeping your age into consideration.
The tooth inclination suggests a surgical removal which is little expensive than normal extractions . On a later date you will have to undergo RCT(root canal) followed by crown placement . Depending on material used and your choice of material will have a great impact on total cost of the treatment . Ranging between 5k-25k. Choose wisely because you need to retain them long .

Yes the second last tooth needs treatment, most probably it will need a filling only, as seen in this OPG (that will cost you anywhere between 1000-2000 INR depending upon the material used to fill or the location of the clinic) , but the final decision of doing a filling or going for root canal treatment can be made only after seeing a close picture of the tooth ,that is IOPA. But along with this treatment you also need to get the last tooth (wisdom tooth) removed as it will keep on impinging on the second last tooth and will cause problems like pain and food lodgement later on also
