I have cut marks on my penis since lat 2 to 3 years the mark go away come back again by its own, the basic problem is the skin does not go back, it gets tight & seems the size of penis is expanded or swollen

I can understand your concern. It's just phimosis. It needs minor surgery to remove foreskin. Consult to sexologist or surgeon.
