These look like small moles like lesions (lentigenes / seborrhoeic keratosis) on the penile shaft. It may occur normally in a few individulas. No definite necessity to get them removed unless its bothering you. If u feel its growing in size, or if you are uncomfortable about its presence you can get it easily removed by a simple procedure called radio frequency ablation / carbon di oxide laser.
