I am having a decayed tooth for which I have filled cement in it. But now after 12 years the cement has gone and food is getting stuck in it. Can I refill it with cement

Yes u can fill with good compatible cement .just for confirmation take an x-ray to check whether there is underlying new cavity formation below the previous filling.
Next Steps
visit a nearby dentist  and can do the required  filling.

Hello You can get the refilling done but before that its advisable to get an X ray done to rule out deep decay for which the line of treatment would be different.

Visit the dentist asap
Health Tips
Keep that area clean and gargle nicely so that food lodgement is not happening.

Kindly do the refiling as early as possible, if it goes deep enough with food lodgement then you might go for rct and crown

If the tooth is asymptomatic, you can go ahead with the restoration of the tooth with cement or composite..Better to take an X-ray just to be sure that the tooth has no other problem

Your doctor requires an iopa/x-ray to know the depth of the cavity and to diagnose any indication of periapical pathology if there is no pain ,cavity depth is not so deep means you can go for refilling or crown
Next Steps
Refillng /crown
Health Tips

Surely you can go for filling provided the cavity is not very deep  that can be understood by x ray
