My brother is having behavioural issue always asks for money ,not able to think about his carrier. He does betting and always lies. Stay silent and never share anything even after asking lot of time.

He might be having impulsive gambling disorder. He needs Psychiatric evaluation and counseling, psychotherapy and medicine will be very helpful in recovery.
