Greetings dr. Pleas my dad has type 2 diabetics for more than 10years he is 70 of age.. his blood sugar level is 395ml tonight ..can I give him 40mls of insulin

You can not. Insulin is injected in units and definitely not mls. If you meant 40 units, again  the information you gave is not enough to give you appropriate answer.  You need to let us know the type of insulin as well as the units he's been on at the moment.
