Dull and dark skin

Asked for Male, 20 Years

My skin is becoming dull and dark when in contact with sun. My skin is not dark I'm a white boy. As I'm from north-eastern side and currently living in Jaipur, Rajasthan. The temperature of that region is very high near about +40°. So tell me how can i cure my skin and the precautions for which in future my skin will be brighter and shiney
