An increased eosinophil count is just a sign of hypersensitivity. Now this hypersensitivity need not necessarily be related to your skin. It can also be present in cases of worm infestation or it can also be raised in patients who have asthma like symptoms. if there is no skin patches then meet a physician and get it properly assessed. Hope this is helpful.
