Excessive facial hair on a female.

Hello, I am an 18 year old female. Since a young age I have had excessive body but since my mother, her mother (etc) also grew up 'hairy' I chose to ignore it and continue to remove it through waxing. Now that I'm 18 I have hair all over my face, it is much lighter on my cheeks but dark and very coarse around my chin, jawline and sideburn areas. No matter how much I exfoliate I still get ingrown hairs too. By the way, I have regular periods, but my breasts are really small too. It's weird because my mother's breasts weren't flat like mine at my age. Is there anything I can do to look more 'feminine'? Because by the looks of it my body looks pretty much like a guy and removing my facial hair every other day is really getting annoying and depressing me. Thank you. =
