Hello It is very difficult to comment without actually examining your eyes this may be due to dryness you can 1. Blink a lot 2. Wash eyes with fresh water 3. Cold compresses 4. Use lubricating eye drop like flogel This is a provisional diagnosis. Consult your ophthalmologist for detailed examination.

You are suffering from squamous blepharitis & I think you are also suffering from dandruff in the scalp,
Next Steps
Take little amount of sodium bicarbonate(mitta soda) in glass of water along with piece of cotton ,boil it in bowel(katora) & let it cool to bearing temperature, clean lid margin with boiled cotton, it will be cleaned because white material deposit on lid is soluble in sodium bicarbonate, do at least once daily. when lids get dry ,apply azithromycin eye ointment &corticosteroid eye ointment 3-4 times. This process should continue for 3 months  (optithrocin eye ointment & oflo BM eye ointment)you should also use antibiotic eye drops 4-5  times (Tobrex eye drops)
Health Tips
For dandruff in scalp you should use Nuforce anti dandruff lotion(shampoo) at least once in a week to keep scalp dandruff free while taking bath with regards

The condition that you have described is called blepharitis. Start with gentle massage of eyelashes with a baby shampoo. Use lubricants like refresh tears 3 hourly. If no response please get examined.
