hello, no on can change your basic Colour given by God. but yes you can make your skin look fresh and glowing.
consult dermatologist. he/she can examine you and say your tan, textural abnormalities on your skin, different skin color on parts of face, there are so many aspects to look for and tell which best for you and how much improvement will be there.

please don't use panderm+ as it contains steroid. initially you feel good but on long term it can harm your skin. sometimes it causes harsh side effect in which no one can help you.
