It's a transverse fracture  ,pathological fracture has to b rule out. What's the mode of injury? Trivial fall ? If pathological fracture is ruled out, then she can be best managed conservatively. Extension cast  for 4 weeks followed by A/ E cast for another 6 weeks . If pathological fracture  complete bone scans, rule out secondries ,any lump in breast. Etc Then intramedullary nail spanning whole humerus is the choice of implant  with biopsy.

Can be managed conservatively , however the alignment should be withing the acceptable limits and it will take 6-12 weeks .

Please post the lateral view also. Because in this view the displacement is not too much if in the lateral view also there is minimal displacement then conservative treatment can be tried
