Hi my wife suffered a fracture below her ankle joint. She is on soft cast. But she is feeling pain and sensations whenever she moves her leg. What should I do? Is it normal?

Pain following any fracture is absolutely normal. She should not move her leg much. That is the reason of putting the leg in a cast - for immobilisation of the leg, so the leg can get adequate rest to heal itself. Unless rest is adequate, healing may be improper, causing delay in fracture union or malunion, leading to more pain. Right now, for pain she should take some painkillers which would suffice.
