Gynaecologist. Can you help me?

I frequently start having problems around my vaginal area. I started having this problem in 12th standard. Basically I feel the need to scratch the area around my vagina, it becomes red and sometimes the area around becomes very wet or extremely dry and I see white dry skin coming out in that area. It happens once or twice a month. A year back something happened, I felt the need to pee ( urinate) but as soon as I used to sit nothing use to come out , as if there was no water inside me. Then I got it check in UK and they said I have urine infection. They gave me medicine and I took my medicines for 2 days after that I felt better so I stopped taking it. After that also I've felt sometimes that I want to go pee but nothing comes out so I go drink a lot of water and feel better after 2-3 hours. Can you help me? I have an active sex life and I'm not pregnant. I maintain good hygiene and use v-wash to clean the area every alternative day. I can't go to a doctor to show. Please help me.
