Hi.. Thanks for contacting practo for health query. I am Dr.Shanmugavadivu a senior physician answering your question. You are a male who feels dizzy on getting up and you have neck pain. I feel it could be either a benign positional paroxysmal vertigo which is a non dangerous condition because of mal positioning of ear canal. Your neck pain and feel of blood rushing up makes me think of cervical spondylosis as second diagnosis. The third thing I would consider are  general ailments like high BP and diabetes
Next Steps
You need to meet a physician and get yourself clinically examined.Have a BP check ,sugar level assessment, cholesterol  assay and if doctor suggest you  after clinical examination,a MRI brain.
Health Tips
Till forth be little slow in changing your posture. Drink plenty of water. Restrict your salt intake
