My left eye no. is - 14 with 2 no. cylindrical, vision=6/9
right eye no. is - 19 with 2.5 no. cylindrical, vision=6/36
i also have coats disease in left eye. Now my main question is that am i eligibile for a handicapped certificate

You have 20% impairment of vision. It's Category 0 and hence can't be eligible for handicap certificate.
