I have a scar of the blade on my arm which is approximately 3 to 4 years can it be removed permanently can you please suggest me any cream for that

Hello No scar can be removed permanently, however there are various modalities to improve the scar, surgical and nonsurgical, you need to get your scar examined. I will personally recommend co2 laser.
