It's been eight weeks of recovery from tibia and fibula fracture. Should I rotate my ankle clock and anti clockwise wise to increase my range of motion and to decrease inflammation around?

It depends on what has been done to the fracture whether operated or not. Post the xrays. However you should generally be able to put weight and do all the exercises including your rotation ankle by now. Generally some swelling and niggling pain stays for 6 to 12 months after such fractures because ankle is the weight bearing joint of the body which you shouldn't worry about as long as you can put weight and walk with some discomfort
