I have few x-ray attached for reference and got suggestion for removal of loose bone on top of knee.

The x-rays show severe osteoarthritis of the knee.
The loose body forms secondary to the arthritis.
Her pain is unlikely to be only due to the loose body.
She will need to be examined clinically to assess the joint.
However, only loose body removal may not be the ideal treatment.
Depending on her pain levels, activity levels and how much the pain causes restrictions in activity she may consider a replacement surgery.

Your mother is having advance osteoarthritis in her knee. Only removing the loose body will not give complete pain relief.
She needs total knee replacement surgery
