If you really want to have a go please do it. Buy you should be ready for part of the implant staying in or implant or bone fractures while surgery

Question is does he have any trouble because of the implant? If yes then get it removed. That said, it's never straightforward to remove an implant even more one that has been inside for more than 10years!

After so many years, it is not advisable to remove the implant, unless there is a medical reason like repeat fracture or infection or broken inolant
