My daughter has been operated for genuvelgum but I have observed shortening in one leg so if she does not wear foot raise and we just remove extra long leg bone equal to another one that can be a solution to my problem or any other option that I can opt for .my daughter is 12 years old and her height is 5 foot 5 inch and I observed too that her height is also not increasing much

Removing extra bone is not an option. It is not possible to do so. She should use proper footware which will help her in balancing.
5ft 5inch is enough height for a 12yr old. It will increase if the nourishment is proper. Height increases till 18yrs of age for girls. She should follow good exercises which will strengthen her bones.
