At 22 weeks this weight is ok.
IUGR depends not only on weight but on other parameters too which hv to be correlated with previous scan ,amount of liquor and other things.
Also its important whether she s following a good diet which most people dont tell in details.

Ideal weight should be around 600_700gm so not a problem .What about liquor volume.Start more fluids and juicy fruits.Arginine sachets also can use and again go for scan to see the growth.
