Moustache and beard is not growing

I'm 23 years old and my moustache and beard is not growing as expected, I need help as I want my moustache and beard to grow. I do shave everyday. But It just doesn't grow, I have body hair but except for facial hair. Please someone could help me with an effective budget friendly solution to this.
