Muscular uncontrol of hand

Asked for Male, 67 Years

My Father was coming in Bus where his hand was mishandled and having a problem of not having control of hand. Also his viens seems to be damaged. Some doctors say he might have paralytic problem but all other part of his body is working properly . What exactly he is suffering from ?
