complains are not in details. any events during birth .. or pt was speaking before this happen or not spoken a word till now any coexisting problem regarding standing or any delay in development .. at 2 years kids can form word with 2 letters like baba mama ..At three they make simple sentence .... tongue tie also a cause of improper speech in otherwise normal baby .. i strongly advise you to take him to an pediatrician...
