If it is a small tear and if it is not causing any pain or minimum pain no need for any surgery. MRI scan is the best investigation on earth but nothing is better than what we look with our naked eyes while doing Arthroscopy. However clinical symptoms of how much pain your mother has or can she do her daily activities with minimal pain decides whether she needs surgery. After trying a period of conservative treatment with painkillers, physiotherapy and weight reduction if the pain is still disabling her then it is wise to get Arthroscopy done. You will lose nothing by waiting for some time doing nonoperative treatment as above for your mother before going under knife.
