Pain at the base of thumb is possibly because of nerve weakness since you are diabetic. However the possibility of arthritis needs to be ruled out.
I would suggest getting an xray of hand and wrist ap and lateral views to rule out arthritis first. If not then we will look at the soft tissue components like tendons and muscles. Neuropathy is definitely contributing to it.

Thumb pain mostly is due to overuse / arthritis of the joint .There are other causes as well , but it can be managed .however a clinical examination is needed to make a diagnosis first
They both are not connected. Pain is due to excessive use of your thumb for daily activities and gadget use. Please reduce the loads on your thumb and give rest.
Pain in the thumb can result from a wide variety of diagnosis. Ranging from post traumatic secondary osteoarthritis to rheumatoid arthritis. You will need an xray to confirm it.
