Painful rashes near neck and shoulders
Red rashes appeared suddenly day before yesterday near neck and shoulders only at the back at the upper portion and a little on the upper arm. Never had anything like this before. Not itchy only painful when touched.

From your description it seems like a case of sunburn. Have you been in sunlight for long recently ? Please visit a qualified Dermatologist for same.
