Surgery or no surgery in case of ACL tears depends on what your symptoms are and how it is affecting your life. If you have had a recent tear, you need to rest it initially and then have an intensive physio rehab and see if that takes care of all of your symptoms. Then you will not need any surgery.
Make sure you go to a proper physio and rehab to help get back to normalcy.
