While having sexual intercourse with my partner my penis skin (cover) does not contract downward.
Is that a problem?

Hi. You probably have a condition called phimosis. It won't affect your reproductive ability however it may make having intercourse painful. You should consider having a consultation with urologist to better understand your condition
