Fat and obesity is not ood for health including sexual health.
Do exercises and dieting.
Penis grows upto 18 yrs of age.
If you think its not grown properly it needs examination and tests to see for hormonal issues are there or not.
Go to nearest Andrologist or sexologist for examination.
