Thank you for asking. It is suggestive of a condition with tight foreskin, also known as Phemosis. The foreskin in such cases is tighter than normal and it often leads to difficulty in retracting the skin backwards. If forcefully tried to retract, there are chances that the skin may get stuck at the penis head. It can cause discomfort. If the foreskin remains stuck at the head for very long, there may be swelling and an infection may set in. It is a potentially emergency situation as the swelling and tightness may prevent blood flow to the skin. I would suggest that you must Urgently show yourself to a local general surgeon.
