When can she test pregnancy?
She tested after 9 days of her period cycle time,it came negative.Does she need to test again?
Her cycle starts on 1st of month, but till now not started.

You can repeat urine pregnancy test tomorrow.
Still negative consult gynecologist for withdrawal bleeding tablets or she can have castor oil 50 ml in morning with hot water. She will get some loose motions on the same day and periods within a week.
