High blood glucose levels for the first need to be evaluated.
Whether you have diabetes or not cannot be concluded from a single report.
Advised to take in person consultation with an endocrinologist. Teleconsultation will not suffice.

Yes sugars is definitely diagnostic of diabetes. U need to do after food food sugars and HBA1c as well. So to control sugar u need to start exercise regularly reduce weight. Need to consult dietitian for detailed chart. And start on medicines.
