A dog has scratched him with its nails accidently on his leg he was wearing jeans pant therefore aslight line of scratch was scene like clot he had taken his rabies booster dose of three vaccines 8 months ago and previously he had been fully vaccinated with 5 vaccines so does he will again need arv again as the dog had not bite him?

Who's received booster dose of ARV ? The dog or you ? I haven't heard of rabies vaccination in human, unless bit or scratched by a dog etc. Unless he is specifically exposed to rabies patients etc In any case, you haven't mentioned whether it's a stray or pet dog. If it's a pet, take 3 ARV on 0, 3rd and 7th day, wash the scratched area thoroughly with soap and apply antiseptic cream but don't apply occlusive dressing. Watch the dog. If it dies within 10 to 14 days, take Repeat ARV on 14th, 28th and 90th days along with immediate anti rabies immunoglobulin, half intramuscular and half surrounding the scratched area. There is an estimate of the total dose depending on body weight. If it's a stray dog, take all six ARV as instructed but the immunoglobulin immediately as advised and take care of the scratched area. The scratch produced a clot, hence these precautions.
