1)Do you wear glasses or contact lenses? Because just before sleeping or just after waking up is the time when people usually remove them .So the 'world' as you see it gets blurry and a thing such as seeing circles around bulbs /haloes/ rainbows can happen.
2)It can also happen if that light is too bright , or you suddenly shift from a dark room into a bright one or vice versa as the eye takes some time to adapt.
3) dryness of eyes can also cause this
It's nothing abnormal , unless it is accompanied by headaches or feeling pukish or dizzy. So rest assured :)
