The most concerned part of your history is seizure without fever.
Definitely it is not normal .
1st of all it must be confirmed that is it seizure or not for that u should video record the event and show that to ur doctor.
But if it a true seizure episodes then it is important assess type, duration, frequency and associated sign and symptoms and to find out cause because a lot of things are involved to such episode.and some have favorable prognosis and few have worst prognosis.
More over many a times routine MRI and EEG may be normal.
From your history it is very difficult to find out exact cause and to tell u what is the prognosis .
It will be better admit the child in hospital for details examination and evaluation for better management and long term outcome.
But again don't be hopeless because most of the child do better in future with proper management.

If she had seizures with fever in the beginning it may be due to febrile seizures. But she also had seizures without fever. So she should continue with anti seizure therapy for 5 years . What doctor has given is good enough please continue the same
Metabolic screening also would be helpful
How is her development
Any family history of seizures?
