Skin keep coming out with new layers.

Question

Asked for Male, 23 Years

A small area of the skin on the thumb joint keeps coming out.it itches sometime and the area gets hardened and then when I pull out the hard skin gets pulled off and the new skin which is soft comes and then again after sometime it gets hard. It's happening from past 3 months.
